Even as property-based business in the Philippines suffered dips after the September 11 disaster, Vacation Club International (VCI), the Philippines' largest network of resorts, continues to chalk up growth. James Concepcion, VCI's President is characteristically optimistic about the tourism industry even after the effects of the terrorist attack as far as his business is concerned. "People realise," he says, "that the scare will die down eventually and they will buy vacationing habits.
